In 2021, Governor Polis issued an Executive Order to create Outdoor Regional Partnerships within the state of Colorado. These partnerships were created to enable a grassroots planning process throughout the state identifying conservation and recreation regional needs and concerns. Pikes Peak Outdoor Recreation Alliance, a designated regional partnership encompassing El Paso, Fremont, and Teller Counties, partnered with N.E.S. to provide strategic leadership, research, and analysis of multiple planning factors. The final Outdoor Pikes Peak Initiative (OPPI) vision plan entails a nearly 3 year process of research, analysis, and community engagement.
