NES has been working with Pikes Peak Outdoor Recreation Alliance (PPORA) for the past four years on the Outdoor Pikes Peak Initiative (OPPI) Vision Plan. PPORA was selected as one of the first Colorado Outdoor Regional Partners through the Regional Partnership Initiative in 2021. The Executive Order signed by Governor Polis established this initiative to enable regional partnerships to enter into grassroots planning from community level to state level planning.

The OPPI Vision Plan focuses on the Pikes Peak region consisting of El Paso, Teller, and Fremont Counties. The last four years has included 15 community listening sessions, over 1,000 online survey respondents, more than 3,000 comments, analysis of over 100 planning documents, numerous elected official presentations, over 100 task force, leadership team and subcommittee meetings, and multiple conversations and one-on-one meetings. The process has been thorough and exhaustive to say the least!

The April 2025 PPORA Pikes Peak Outdoor Industry Leadership Summit marked a monumental moment to announce the draft release of the vision plan. NES was invited to present as part of a panel discussion as well as presenting a separate break out. The break out discussion went into further detail of the end tools and identified regional project recommendations that culminated from this process.

Although much work has been done, the next phase of this planning process is implementation!
